Building Legalization in Croatia 2025: Requirements, Procedure, and Documents (Owner’s Guide)

The Government of the Republic of Croatia has announced amendments to the Law on Dealing with Illegally Constructed Buildings, enabling the continuation of legalization for properties built before June 21, 2011. The goal is to allow owners to resolve the legal status of their properties and ensure full legal security.

Who can and who cannot legalize a building?

Legalization applies exclusively to buildings that existed on June 21, 2011. The existence must be confirmed through official aerial photographs from 2011

Buildings that cannot be legalized:

  • those located on maritime/public domain,
  • within protected areas (e.g. national parks, nature parks),
  • on state, forest, or water-owned land,
  • within infrastructure corridors (highways, railways, etc.).

Legalization procedure – step by step

The process is expected to be digitized, making applications faster and easier. The required documentation typically includes:

  1. Certificate from the State Geodetic Administration confirming that the building existed before June 21, 2011.
  2. Architectural survey of the as-built condition (floor plan, cross-section, photos, and description).
  3. Cadastral/geodetic report if the property is not registered in the cadastre or if its dimensions differ from official records.

Costs and deadlines

The exact fees have not yet been officially published, but it is expected that costs will be higher than during the previous legalization round in 2018, primarily due to inflation and increased property values.

Amendments to the law are expected by the end of 2025, with legalization remaining continuously available for all eligible buildings.
